meteorologist steve fertig is here to tell us what the st. patrick's party day is going to shape up to be. >> reporter:up. there will be no excuse to have that party if you have one planned be if you have one to go to. i have no plans to go to any party. >> there's a big party going on in canton. joel d smith is out there. >> he is showing us. >> how to get the party started. >> absolutely. 32 degrees in salisbury, and 31 in baltimore. the temperatures will warm up nicely and we're looking forward to a pretty day. yes, we will definitely be feeling the luck of the irish weather wise because sunshine will be upon us. yesterday we got to 63 degrees and turned out rather nice. that is what we're expecting today as high pressure builds in is keeps us rather mild and warmer temperatures to come before the next front pushes through. that won't come through here late sunday into early monday. here are the weather headlines. through through saturday, sunny and warmer as we go each and

every day. showers possible late sunday into early monday. we will dry out after that. but we want to know what is happening on the roadways this morning and with the answer is candace dold who has the traffic edge. candace, how are you. >> reporter: i'm great, steve. it's a st. patrick's day but unfortunately we're not so lucky on 295. there's an accident on the southbound lanes completely shutting down all southbound lanes of 295 that is at greenbelt road. now to get around that activity you will want to use 95. you can see there's a lot of cars congregating but we don't have incidents to report. again, this is your best bet to get around all of that activity there. 95 a little farther up, the southbound lanes, we're looking good from the beltway down toward route 32, an 11-minute ride right now at 59 miles hour. speaking of the beltway from 95 toward 95, it's picture perfect.

11 minutes at 54 miles per hour and the same speed with just an 8-minute drive from 83 up toward the 795 exit. that's a look at your morning travels, patrice, back over to you. it is crunch time for healthcare reform. with unanimous republican opposition today is the last day for president obama to sway undecided democrats before a final vote tomorrow. it appears even that vote could be pushed back. megan gilliland joins us now with the latest. good morning, megan. >> reporter: well, good morning, patrice. we are told it could be friday or saturday before this vote actually happens if it happens at all. >> kill the bill, kill the bill. >> reporter: republicans and healthcare opponents rallied against the legislation at capitol hill. a war of words heats up over the process of passing healthcare reform. right now the president's plan is still short of the 216 votes

needed in order to pass it. but house speaker nancy pelosi is now considering legislative tactics which would allow democrats to push reform through the house without a direct vote and republicans are outraged. >> thinks they can sneak this bill through and deem it, and all of these other tricks. there's no way to hide from the biggest vote that most members of congress will ever cast. >> we will do what is necessary to pass the healthcare bill. >> reporter: passing a bill without a direct vote is a maneuver known as deeming. republicans used it on pass controversial legislation like immigration reform. some say it could be a bad move this time around with allegations that the president's healing care push is dominated by shady deals. even as pension tension builds, democrats are confident. today president obama will be calling and having private charts with the democrats who voted no the last time around.

megan gilliland, fox 45 morning news. months after a baltimore county mom disappears police make an arrest. when maisha foster went missing last thanksgiving, police immediately suspected her boyfriend. now 30-year-old frederick christian faces murder charges in foster's death. christian tried to get rid of evidence and cover up the crime. despite domestic abuse between the couple in the past, one friend says she still can't beliebelieve it. >> they were not loud fighters. it was a surprise. it was not a couple we would have expected, but i guess it never is. >> i still can't believe doing that to the mother of your child under any circumstance. christian is being held in the county jail without bail. a fight in the inner harbor leads to a teenager being stabbed. at happened at 5:45 near south calvert and east pratt street.

a fight broke out and a 15-year-old was stabbed in the chest. he was rushed to shock trauma where he is listed in serious but stable condition. police arrest a man for sexually assaulting a 19-year-old student in anne arundel community college and he could be responsible for more attacks. 43-year-old dori costa of west friendship approached the 19-year-old girl while she was sitting in her car to ask for direction. she says costa reached do her and touched her inappropriately. police are looking whether costa is involved in two other incidents on campus. anne arundel police are searching for a man who they say abused his 6 week old son. he is facing charges including assault and child abuse. his son is being treated for head trauma at a hospital in d.c. anyone who knows where he might be can contact crime stoppers at 1-866-7-lock up.

there could be something said for having a stylish mayor, but is it worth having taxpayers flip the bill. former mayor sheila dixon asked the city to pay for appointments with her hair stylist. she committed bills three times over the 18 month period. the most recent submission came in january two weeks before she stepped down as mayor after being convicted of embezzling gift cards. >> doesn't she get a paycheck like everybody else. >> she thinks she is still queen elizabeth. >> dixon says that the appointments in question were all prior to appearances she made on the city's public access cable channel and she says they were all approved by her former communications director. time is winding down for anyone who wants the x box formerly owned by sheila dixon. the x box was coasted o posted .

the auction on the item ends tomorrow and the current bid stands at more than $3,000. frederick county will not become its own state. frederick county commissioners voted 4-1 last night to reject that idea. commissioner lennie thompson proposed for frederick county to break off from maryland and become its own state. he said financial problems for maryland are growing out of control and the frederick county should get out right now. he said it was unlikely it would happen, he felt that the threat of it would make lawmakers sit up and take notice. millions around the world are celebrating st. patrick's day and many of them will do it by attending parades. most are wearing green and some are devoting the day to the pursuit of beer. guess which one joel d smith is

builds in and it brings us the nice day with lots of sunshine. temperatures that will get into the low 60s before they actually climb more than that through the next couple of days. so high pressure controls our weather. the next front you see back to the north and west of us is going to come our way and bring us a chance of showers late sunday into monday but not until then. here is what we're looking at for today. 62 degrees for the high temperature, if it at the eastern shore. lots of sunshine and for me, i think it's nice for you of the north winds at 5 miles an hour. for the central part of the state, high temperature at 63 degrees with lots of sunshine. back to the west we go and look for a high temperature just the same. 63 degrees with lots of sunshine, northwest winds at 5 miles an hour. things are really rather quiet. take a look tonight and the our little friend kicking away. he is feeling the beat and 38 degrees for the overnight low. clear skies. it should be a nice night to get out. cool but milder than it would be for this time of the year. 53 degrees is the number we will get, we will top out at 63 at 2

and at 56 traveling on the beltway at harford road. then our luck runs out at 295 this morning. there's a crash that completely shuts down all southbound lanes that is at greenbelt road. the traffic is being detoured at powder mill road making for a messy ride. you will want to use 95 to avoid the activity. let's check out the scene on 95. here it is at 198 and you can see a lot of cars are congregating there, but we don't have any incidents to report. again, this is the way to go for you this morning. as for 95 through howard county, now it's going to be an easy drive moving through the route 100 area all the way up toward the beltway. and checking in on the beltway right at wilkens avenue in that southwest corner. here it is again, it's going to be a bit of a good crowd on the outer loop lanes but nothing to get in your way just the sheer volume you have to deal with to the 95 exit. that's a look at the morning travels, patrice, back to you.

the dow gained four-point 8%. new home construction and building permits declaind in den february but did better than economists predicted. the storms are to blame for the dip in the housing market. the northeast saw an almost pen 10% drop. the midwest and west which was spared from the storms

12-minute clip and the same speed with only an 8-minute drive making the push from 83 up toward the 795 exit. farther back from 95 through 83, nothing to get in your way, the same speed at 11 miles -- 11 minutes to get there. that's a look at your morning travels. patrice, back over to you. tension is building in washington as we near a vote on healthcare reform. it could happen as early as tomorrow. that is if there's even a vote at all. today democrats are considering a last minuteman iewfer last min is joining us with what exactly that is. >> reporter: right now there's word that nancy pelosi is considering a new tactic that would pass this bill through congress without having a vote. >> hello, pennsylvania, hello, ohio. >> reporter: his final push for healthcare reform, but as of right now the president is still

a former member of the u.s. air force is shot and killed in east baltimore. this morning the search is on for his killers. it happened just before midnight jest at the corner of frankfurt and moravia park drive. 25-year-old daniel dickson ask two friends were leaving a gas station when three men approached them. the suspects demanded money before opening fire. dickson was shot in the chest. >> why did it happen to him? my child has never been in trouble. he has never done anything wrong in his life. just an all around good person. >> dickson came back to baltimore last year after finishing a tour in iraq. he had been working as a security guard in john hopkins. a fran frantic 911 call leas police to a murder-suicide. police say 44-year-old haley swift called 911 saying her ex-husband shot his way into the

home she shared with her fe fié. the exshot asid and then shot himself. neighbors were shocked bit commotion. >> we were thinking that nothing like this could happen. all of a sudden there it is. >> police say earlier this month, swift was indicted on weapons charges including possessing unregistered machine guns and rifles. trying to dig out of a huge deficit hole, lawmakers are making massive cut to governor o'malley's 2011 budget. one of the cuts slashes more than $6 million in funding for stem cell research. their goal is to ultimately preserve the state's rainy day fund. some lawmakers want to shift some of the cost for teacher's pensions to the county. >> we have to keep our promises that we have made. my attempt is to make sure we can fund it otherwise we have to

northwest winds light at 45 miles per hour. 30.03, rising on the barometer. there's the 51 in baltimore, but look at the 42 in hagerstown, and only 32 in salisbury. quite a range, and everyone warms up nicely. a should be a nice afternoon. the scan model indicates we have a few days of nice weather as high pressure builds in. the next cold front brings us weather for sunday night into monday. it brings in cooler temperatures behind it, but it will dry out as high pressure builds in by tuesday. there won't be a lot of rain that will be in store for sunday night into monday. until then and after that it will be dry. temperatures warm up nicely with a north wind at 5 miles an hour. central part of the state, getting up to 63 degrees for the high. point west about the high temperature, same 63 degrees. lots of sunshine, northwest wind at 5 miles an hour. tonight, 43 degrees, and the west wind hardly a factor out of

down all southbound lanes at greenbelt road. it is going to be a mess on the corridor so you will want to avoid this area. we do want to check on 95 through the region and see what it looks like. here it is at 198 and we're already starting to see some delays. they're backing up on the southbound lanes. you can see drivers are tapping their brakes. right now that leaves us with 29 as the best option for the alternate route. now on 95, a live farther up, it's actually a calm ride heading through the beltway, all the way down toward route 32 looking at an 11-minute drive at 55 miles per hour. and on 95, through baltimore, it's an easy drive from the fort mchenry tunnel toward the beltway, 55 minutes at 8 miles per hour and the same speed on 895 from the harbor tunnel toward 95 with a 9 minute clip. that's a look at the morning travels. patrice, back over to you. it's crunch time for healthcare reform with unanimous

unlikely that it would ever actually happen, however, he hopes the threat would make state lawmakers sit up and take notice. trying to dig out of a huge deficit hole, lawmakers are making massive cuts to governor o'malley's 2011 budget. one the cuts slashes more than $6 million in funding for stem cell research. the goal is to preserve th the state's rainy day fund. we wan have to keep the pros we have made. iis to make sure we can fund it. some county leaders say it would force them to cut back on county services or raise taxes. there could be something said for having a stylish mayor, but is it worth having taxpayers flip the bill? former mayor sheila dixon asked the city to pay nearly $300 for appointments with her hair
